I have have mentioned the Eagle User Language Program drill-aid.ulp in the past. It reduces the size of the hole to serve as a place to start a drill.
Another interesting ULP is find-single-ended-wire.ulp. This does the expected thing and finds wires on the layout that go nowhere.
